The Metro Rate applies to incoming freshmen and transfer students enrolled during the fall 2008 semester or later. Individuals whose home county is adjacent to the West Virginia border or whose home county borders another county that is adjacent to the State of West Virginia are eligible for this reduced out-of-state tuition rate. The counties eligible for the Metro Rate are:
- In Kentucky
- Boyd, Lawrence, Martin, and Pike counties which border West Virginia.
- Additionally, the offer is extended to include the following counties: Carter, Floyd, Greenup, Elliott, Johnson, Knott, Letcher, and Morgan counties.
- In Maryland
- Alleghany, Garrett, and Washington counties which border West Virginia.
- Additionally, the offer is extended to include Frederick county.
- In Ohio
- Athens, Belmont, Columbiana, Galia, Jefferson, Lawrence, Meigs, Monroe, and Washington counties which border West Virginia.
- Additionally, the offer is extended to include the following counties: Carroll, Guernsey, Harrison, Hocking, Jackson, Mahoning, Morgan, Noble, Perry, Scioto, Stark, and Vinton counties.
- In Pennsylvania
- Beaver, Fayette, Greene, and Washington counties which border West Virginia.
- Additionally, the offer is extended to include the following counties: Allegheny, Butler, Lawrence, Somerset, and Westmoreland counties.
- In Virginia
- Alleghany, Augusta, Bland, Bath, Buchanan, Clark, Craig, Frederick, Giles, Highland, Loudoun, Shenandoah, Rockingham, and Tazewell counties which border West Virginia.
- Additionally, the offer is extended to include the following counties: Albermarle, Botetourt, Dickenson, Fairfax, Fuaquier, Greene, Montgomery, Nelson, Page, Prince William, Pulaski, Roanoke, Rockbridge, Russell, Smyth, Warren, and Wythe counties.
